It's my understanding that there is an Enterprise Administrator app and Multi-user Administrator app but I can't seem to get them to work on the TC20. Is multi-user still supported?

These were part of the "Mobility Extensions" package that was last updated in 2015 and was only officially supported on JB and KK. The last I heard there were no plans to bring this forward for the newer devices.
Hi, TC20 does not support Android multi-user. I am not familiar with the 'Enterprise Administrator app' or 'Multi-user Administrator app' I'm afraid.
