my understanding is that Unknown Sources is disabled on GMS build. However on build 12-02-00 (non-GMS) this option is disabled.
is this a new requirement coming from Android CTS?

yes. We have to be complaint on CTS requirement on both GMS and NON GMS as Zebra has officially signed MADA / AFA with Google
