Where do I find Developer Options under Setting?.  I thought I saw it there before.

Starting from Android JellyBean v4.2, Google started to hide the developer options menu on new android devices for security reason (enabling debug on a device can be a security threat).
To enable the menu, as Ana wrote, you need to tap the build number 7 times. Here's an article describing the process:

Once it's enabled you can disable it with a Factory Reset (not sure about Enterprise reset) or following this procedure:

Instead tapping the Android Version string (quickly) you get an eastern egg :-)

Clayton, try this:
On the settings, about phone, tap the build number 7 times.
You should see a msg about being a developer. After this the Developer Options becomes available to you on the settings menu.
