Stop Windows 10 Driver Installation

Due to unexplained behavior in the Zebra's SDK with the zebra driver (we had several talks with Zebra support), our c# program is controlling our ZD410 using only the Connection interface to do raw USB I/O to the printer. That works as expected, unless the ZDesigner ZD410 driver gets installed in Windows 10, and then we get stuck with the "isPaused / paperOut" status that not even a reset will take care of.
Uninstalling it fully isn't a problem, but Windows 10 keeps re-installing it as soon as it gets internet access and I plug the printer into my USB port. I've
* Deleted the driver to the point of seeing zdesigner.inf_amd64_3d184c891d5f8fb3 C:\Windows\System32\DriverStore\FileRepository
* Deleted its from the C:\Windows\System32\spool\drivers directory
* Deleted a zdesigner file from a cache directory I found
* Searched for zebra and zdesigner on all my drives and got rid of whatever I found
* Gotten rid of everything zebra / zdesigner in the registry
* Opened Control Panel -> System -> Advanced System Properties -> Hardware -> Device Installation Settings and selected "No (your device might not work as expected)" in the "Do you want to automatically download manufacturers' apps and custom icons available for your devices?"
and of course rebooted, but as soon as I plug in the printer, it installs the device.
This seems like a Windows 10 wants-to-manage-me problem, but I wanted to find out if any Zebra personnel or user has encountered this and figured out how to get rid of it. This is a huge problem for our product if any customer decides to try and add our device to the internet through the ethernet port.
